2. Extract teleodynamic-root-static-v3.192.0.zip directly into the web document root.
3. Open the public route, JSON mirror, Markdown mirror, compact ledger JSON, remediation queue JSON, screenshot manifest JSON, evidence packet routes, and root-static discovery files.
4. Record observed values in the reviewer result ledger, then promote any mismatch to the drift remediation queue.
5. Attach screenshot evidence only after actual image files are captured. Until then, screenshot rows remain expected targets only.
